It is not very clear what relation the
proposal submitted by the G.0.C. has to the proposal, submitted by the 0.A.G. in his despatch of the 27th of August (No.5). I spoke to Mr.Evans at the Air Ministry. He seemed to be very vague on the subject, but on the whole he thought this must have some connection with the other propo sal and was probably another of Mr. V. Fowler's schemes. Incidentally he said as regards the aerodrome that the Air Ministry were not disposed to accept Mr. Jenson's recommendations which they thought
Dawson's
to be somewhat grandaise.
It appears very unlikely that the G.0.C. would have submitted this proposal without consulting the Colonial Government, but as the Air Ministry suggest it should be made clear that such consulta-
tion is necessary when the proposal is approved.

The other conditions suggested appear to be unobjectionable except the Air Ministry's
proposal that only British and Chinese pilots
should be allowed to use the aerodrome.
Presumably they want to exclude Japanese, but
it will be very difficult to maintain the
character of the aerodrome as primarily a
civil aerodrome (which ostensibly it is)
if this sort of restriction is imposed.
Moreover restrictions of this sort will be
a great hindrance in the development of Hong
Kong as a centre of air communications, and think we should try and prevent any such
restriction being imposed from the start.
In the case of the Singapore aerodrome
where the Air Ministry had stronger reasons
for imposing restrictions since it is
primarily a service aerodrome, they have not
imposed any such restriction and have agreed
to the use of the aerodrome by any foreign
aircraft at the discretion of the local
authorities and on conditions laid down in
their letter of the 25th of April (No.13 on 52014/28). I think we might well suggest
that the conditions in Hong Kong should be
no more restrictive. In fact I do not quite
understand why they have not adopted exactly
the same conditions for Hong Kong as for
Singapore.

I think we might reply agreeing to the proposed answer to the G.0.C. subject to the amendments suggested above. The Air Ministry ask for a very early reply and I therefore
